12. Cutting Taxes

NOTE FOR PRESIDENT BIDEN: This plan cuts taxes. Nothing in this plan has ever, or will ever, advocate or propose, any tax increases, at all.

Stop Congress from bankrupting America. The federal government is quickly bankrupting America. Congress must be stopped, here’s how:

  • Make the Trump tax cuts permanent: The best way to grow our economy and the middle class is to make President Trump’s tax cuts permanent, many of which will expire in the coming years without congressional action. Middle-class Americans living in low-tax states should not be forced to subsidize wealthy Americans living in high-tax states. Congress should permanently extend the cap on state and local tax (SALT) deductions in Trump’s Tax Cuts and Jobs Act. The money raised by permanently extending the SALT cap should be used for permanent tax cuts for middle-class Americans.
  • Require a supermajority to raise taxes or fees on the American people: Any tax or fee increase should require a supermajority vote of two-thirds of each house of Congress before it can become law. A supermajority requirement to raise taxes or fees would ensure that taking more of Americans’ hard-earned dollars would come as a last resort, not a first option. The naysayers claimed we couldn’t get it done in Florida, but we did and it works!
  • Require a supermajority to increase the debt ceiling: The federal government continues to spend pretend money that we do not have. It refuses to control itself, so we must stop it from bankrupting our country with crippling debt. Our debt was $1 trillion in 1982, it’s now over $30 trillion, and Biden wants to drive it up to $45 trillion. No one wants to say it out loud, but the simple fact is – this debt could lead America into another Great Depression. The only way to stop this madness is to make it harder to borrow money by requiring a vote of two-thirds of each house of Congress to do so.
  • Protect America’s seniors and veterans from Washington dysfunction: The United States must never default on its debt. In the event that we reach the debt ceiling, we must prioritize paying interest on debt held by the public, Social Security, Medicare, veteran benefits, and paying our service members. America’s seniors, veterans and service members should never be punished for Washington’s dysfunction if the debt ceiling is reached; nor should they be used as a political football to allow Washington politicians from both parties to pass more reckless spending.
  • Fight the government’s war on work: Able bodied Americans under 60, who do not have young children or incapacitated dependents, should work. We need them pulling the wagon and paying taxes, not sitting at home taking money from the government. Currently, far too many Americans who can work are living off of the hard work of others, and have no ‘skin in the game’. Government must never again incentivize people to not work by paying them more to stay home.
  • No budget, no pay: Congress should be required to pass an annual budget and meet appropriations bill deadlines, or they will be required to forgo their own salaries until the job is done. Failing to meet a deadline should mean failing to receive pay. When Members of Congress do not meet the timetable laid out in the Budget Act, their salary should be withheld until they do. I know of no other way to make Congress do its job.
  • Enact a line-item veto and ban earmarks: As most governors know, line-item vetoes work in state capitols and would work in Washington. A constitutional amendment creating a line-item veto is the only way to deal with Congress’ desire to spend American taxpayer dollars on wasteful member projects that Washington calls “earmarks” and pork. The line-item veto is crucial to ensuring taxpayer dollars are being spent wisely and with the best return on investment. It is long past time to reinstitute the line-item veto and ban congressional earmarks. As Governor of Florida, I line-item vetoed hundreds of wasteful pet projects, saving Florida taxpayers nearly $2.4 billion. Without the line-item veto, this excess spending would have been unstoppable, just as it currently is in Washington.
  • Eliminate omnibus bills: These bills can total thousands of pages and trillions of dollars in spending and are often dropped in the middle of the night when no elected official could ever read prior to voting on it. Eliminating this practice is vital for stopping out of control spending in Congress. Only in Washington does it make sense to vote on legislation you have never read. Instead, Congress should abide by a “single-subject” rule that requires Congress to consider each topic in its own bill.
  • End Congressional pay raises and pensions: Congress should repeal the automatic congressional pay raise provisions included in current law. In addition to taxpayer-funded salaries, Members of Congress also receive incredibly generous pension benefits. Serving in Congress should not be a career – and taxpayers should not be required to foot the pension bill for Members of Congress at all.

The federal government is quickly bankrupting America. Congress must be stopped.
